Permit Fee Enhancements
The following enhancements have been made to permit fee processing:

Community Development > Permits > Permit Service > Edit Permit > Fee Event History
A Permit Fee Event History grid that tracks fee changes has been added to the Permit page. To open this grid, click the new Fee Event History icon at the top of the page.
View.
A row, or line item, is created for each fee event type shown in the Event Type column. Each time a fee is added, updated or removed, a row is added to the top of the grid, showing the Previous Amount and the Updated Amount. The Paid Amount column shows the amounts paid at the corresponding times listed in the Event Date column; for example, in the image below, the grid shows that a Building Permit Fee was updated from $50 to $75 on 08.07.18 at 7:57 a.m., and at the time of the update, $50 had been paid on the fee. It also shows that an Occupancy Certificate Fee was updated from $25 to $30 on 08.07.18 at 7:48 a.m. and that $15 had been paid on it:

On the Permit-Fees page grid, the previous restriction on editing charges on paid fees has been removed from the Charge column. An Amount Paid column also has been added to the grid to eliminate the need to navigate to Permit Service to view amounts paid, and to the right and just above the grid, a Total Amount Paid has been added. View.

Maintenance > Community Development > System Settings
A Permit Completion Fee Difference Threshold field has been added to the Permits tab on the Community Development System Settings page. Use this field to set a threshold dollar amount for the difference between the total fees applied to a permit and the total fees collected in excess of the fees applied. View.
Attempting to complete or cancel a permit when the amount collected exceeds this threshold will require an adjustment to be processed (see "Process Permit" below).

The permit completion and cancellation processes have been updated to require an adjustment to be processed if the total permit fees collected exceed the total charge by an amount greater than the threshold amount set in Community Development System Settings (see "Community Development System Settings" above).
Attempting to complete or cancel a permit when this condition exists displays an instructive error message. View.

After a permit application has been canceled or denied, and after a permit has been completed, canceled or expired, the permit is locked, and changes cannot be made unless the permit is re-opened. Changes are logged in the Permit Event History log.
A permit lock applies to the following permit pages. Sample images show the fields and functions disabled as the result of completing a permit:
Once a permit has been locked, the following message displays next to the Status field: "Re-open the permit to make changes." View.
Permits with canceled, expired and completed statuses are excluded from inspections while one is being added.
The following actions are allowed:
- Updating the address and parcel
- Adding the parcel owner email and phone number
- Adding a parcel message
